East Hagbourne Emergency Plan 2024

Emergency Plan
Our previous Emergency Plan was from May 2018 and changes in the regional organisation of such plans and the drama of the flooding in January this year made it imperative for the Parish Council to update the plan.
Councillor Robin Jaboor coordinated the update and designed a new plan that meets current requirements from district and county councils.

It is still a draft on which we would welcome comments and offers of help to provide assistance in emergency situations.  This might for example, include being able to provide and use a chain saw or have vehicles that could remove road obstructions such as fallen trees.

Temporary Traffic Regulation Notice – S14 Road Traffic Regulation Act 1984

Temporary Road Closure at East Hagbourne, Blewbury Road

 

A request has been received from Centurion Traffic Management for a temporary road closure to apply to a length of Blewbury Road, whilst essential tree pruning works are carried out.

 

A temporary Notice is being made by Oxfordshire County Council to implement the temporary restriction and will operate on 16 July 2024. This will operate between 09:30 and 15:30.

 

Please note that Notices for urgent works can last up to 5 consecutive days only.

 

A copy of the drawing showing the extent of the closure and also the alternative routes for traffic is attached.

CONSULTATION – East Hagbourne proposed 20mph Speed Limits

RE: CONSULTATION – East Hagbourne proposed 20mph Speed Limits

 

Oxfordshire County Council wants to make our built environments safer and more attractive places to walk and cycle. To enable this, 20mph speed restrictions are being used to help promote alternative modes of transport for local travel. Further details on how the council is considering making 20mph the new 30mph for Oxfordshire communities can be found here.

 

We’re therefore asking for your views on the proposal to amend the existing 20mph speed limit in East Hagbourne that was implemented in May 2023, by extending it to cover all roads within the village – replacing the existing 30mph speed limit in the process. The 20mph limit will also cover Bishops Orchard from its junction with New Road for its entire length.

 

The proposals are being put forward following concerns raised by the parish over road safety, and form part of a countywide programme of works that seeks to deliver ‘a safer place with a safer pace’ for the residents of Oxfordshire. In light of this please find the following consultation documents attached:

 

  • Public Notice,
  • Statement of Reasons,
  • Consultation Plan(s), and
  • Draft Traffic Regulation Order(s).

 

The proposed Traffic Regulation Order is scheduled to be advertised in the Oxfordshire Herald Series newspaper today; Wednesday 12th June 2024, and details are also available to view on the Councils consultation portal at the address below:

As stated on the notice, any objections or other representations on the proposal should be submitted by Friday 05th July 2024.

Gardens Open in East Hagbourne on Sunday 9th June. There will be some gardens open for viewing from 1 to 4pm under the National Garden Scheme. Home-made teas will be available and the Fleur will be open. £5 adults, children free.

Hagbourne Garden Club Plant Sale Saturday 25th May 2.30-4.30 pm with cakes and refreshments at the Pavilion . Plant donations welcome.

Please clearly label any plants donations and leave at The Gables, 20 Main Road  on the Friday/early Saturday morning or from 1pm at The Pavilion.

Summer visits 2024:

Lower Bowden Manor,   Bowden Green, Pangbourne, Berkshire RG8 8JL. Wednesday afternoon 5th June at 3.00pm

‘A  7 acre designers garden with stunning views’. The manor garden was featured in The English Garden  and the emphasis in this garden  is on form and structure and unusual shrubs. There are specimen trees. a pond, standard topiary lining a rill , a stumpery leading to the orchard with a  wave of white hydrangeas in season. https://findagarden.ngs.org.uk/garden/42198/42198

The visit includes a guided tour of about 1 to 1 ½ hours by the head gardener or owner.  His wife Juliet who is a retired garden designer and moving spirit behind LBM’s renewal, will answer questions after the visit during tea. Tea is served on the terrace with homemade cakes.

The cost of the visit is £14 pp in total, this  includes £9 for admission  and tea at £5 pp  which is a contribution to the NGS.

Rookwood  Farmhouse,  Stockcross, Newbury, Berkshire RG20 8JX . Thursday afternoon  27th June.

Described as a plant lovers paradise, this valley garden, a work in progress, has a rose covered pergolas, giant alliums, a jungle garden with cannas, bananas and echiums; ponds and a bog garden, colour themed herbaceous planting and a kitchen garden featuring a parterre of raised beds. Tour of the garden  with afternoon tea, scones and cake. £20 pp

UPCOMING ROADWORKS ON MAIN ROAD 18TH MARCH – 12TH APRIL
The Parish Council has received advanced notice of upcoming S278 roadworks along Main Road.
The contractor, Agetur, has provided the following information:

The majority of the work will be done under 3 way signal control. Whilst the road is controlled under signals, to reduce the road congesting up around school times we will either remove the lights to allow the school traffic to filter out naturally, or where this is not achievable we will manually operate the lights to control the traffic.
The works will progress into a road closure which will be on the 8th -12th April. Agetur have liaised with the bus company and agreed to allow through traffic for the 94A service. The only time this will be affected is on the 9th April 2024 when the war memorial 10:21am pick will be suspended to create a 4 hour window for the new road surface to cure and harden. The 12:21pm service will resume as normal and will be allowed through access.

TRAFFIC REGULATION NOTICE ROAD TRAFFIC REGULATION ACT, 1984

Notice is hereby given pursuant to Section 14(2) of the Road Traffic Regulation Act, 1984, that the Oxfordshire County Council
TEMPORARILY PROHIBITS THE USE OF THE HIGHWAY BY ALL MOTOR VEHICLES

LOCATION: East Hagbourne, Main Road

REASON: To facilitate complete main entrance to home development, road upgrades and install the required design changes and markings

DURATION: Starting on 08 April 2024
The anticipated completion date is 12 April 2024 (date included)
(Traffic Regulation Notices cover a maximum of 5 consecutive days.)

ACCESS: Limited access will be maintained for emergency service vehicles and for frontages within the closed section of road, subject to the progress of the works

SUGGESTED ALTERNATIVE ROUTE: Via Main Road, New Road, Jubilee Way B4016, Broadway (West), Park Road, Main Road and vice versa
