It’s Not Worth the Risk – Oxfordshire County Council Fire & Rescue Service have put together some top tips :
Do you know that 95% of collisions are due to human error? Distraction, speeding, not wearing a seatbelt and driving under the influence of drink or drugs are the big fatal four on our county’s roads.
Could you?
- put your phone in your glove compartment or set your phone to do not disturb before you start your journey
- adjust your speed and make sure you have time to react to the unexpected
- make sure everyone is wearing their seatbelt before you set off
- get a taxi, the bus or be the designated driver on a night out
- make sure you’re safe to drive the morning after, you could still be over the drink drive limit, even if you feel fine

This is not a surgical operation! but rather a chance to tell Iain Face-to-Face what the Parish Council is not doing and what it could do, or just come along and talk to a sympathetic ear.

Notification of Road Closures: A34/M4 Junction 13 Chieveley (West Berkshire) – Bridge Refurbishment and Surface Reconstruction
A34/M4 Junction 13 Chieveley (West Berkshire) – Bridge Refurbishment and Surface Reconstruction
Kier Highways, on behalf of Highways England, will be carrying out the following maintenance work at the Chieveley Interchange over the spring and summer 2019. We will be:
- replacing the expansion joints and waterproofing material within the M4 westbound carriageway at junction 13,
- carrying out concrete repairs to the bridge,
- resurfacing and renewing the road markings on the M4 westbound carriageway,
- removing and replacing the road surface and its foundations, and renewing the road markingsaround the entire junction 13 roundabout.We are led by the safety of road users and our workers when we plan roadworks. As this section of road is busy and we need time for materials to harden, we must close junction 13 entirely for several weekends. The weekends in question are listed below.
Significant delays are expected during these weekend closures. We advise you plan ahead of your journey and allow extra time or avoid this route if possible.
M4 Junction 13 Bridge Refurbishment
We will be closing the M4 westbound carriageway between the slip roads over five nights (between 10pm and 6am) starting on Sunday 21 April. In addition, we will then be fully closing the M4 westbound carriageway between the exit and entry slip roads at junction 13 from:
- 10pm on Friday 26 April through to 6am on Monday 29 April
- 10pm on Friday 10 May through to 6am on Monday 13 May
- 10pm on Friday 17 May through to 6am on Monday 20 May (Contingency weekend subject to change)
During these closures traffic will be diverted off the M4 via the exit slip road and sent across the junction to rejoin the M4 via the entry slip road.
Upon completion of the full weekend closures, there will be a series of ten overnight closures to reinstate the joints between the slip roads.
We will be closing the entire roundabout at the junction on the following times and dates:
- 10pm on Friday 7 June through to 6am on Monday 10 June
- 10pm on Friday 14 June through to 6am on Monday 17 June
- 10pm on Friday 21 June through to 6am on Monday 24 June
- 10pm on Friday 28 June through to 6am on Monday 1 July
- 10pm on Friday 5 July through to 6am on Monday 8 July
- 10pm on Friday 12 July through to 6am on Monday 15 July
- 10pm on Friday 26 July through to 6am on Monday 29 July (Contingency weekend subject to change)When the roundabout is closed signed diversions will be in place which primarily go via the A4 between junction 12 (Theale) and junction 14 (Shefford Woodlands).A34 traffic will need to exit at Speen then head towards Hungerford for the M4 westbound carriageway, or towards Theale for the M4 eastbound carriageway.
M4 westbound traffic wishing to access the A34 is advised to exit at junction 12 and travel west along the A4; and M4 eastbound traffic wishing to access the A34 is advised to exit and junction 14 and travel east along the A4.
Local traffic wishing to access the A34 southbound carriageway or M4 from Graces Lane (Chieveley) will be diverted along the B4009 from Hermitage to Newbury, west along the A4 to Speen then either onto the A34 or along the A4 to Hungerford, then north on the A338 to join the M4 at junction 14.
When the roundabout is closed access to the Moto Service Area and Hilton Hotel will be maintained from the A34 northbound carriageway only.
These works are subject to change if weather is bad or due to unforeseen circumstances.
Confirmed dates for these weekend closures will be advertised in advance on signs along the M4, on the Highways England website and via the media.

The Annual Parish Meeting is this Thursday in The Pavilion @ 1930 – all welcome!
The Annual Parish Meeting is not a Council meeting, but a meeting where villagers can say what they want to happen in the village during the next year.
There will be a short presentation on the current situation by the Parish Council, but the main focus is for parishioners to influence future policy.

What does the Parish Council Do?
Your council has an overall responsibility for the wellbeing of your local community. Their work covers:
- Improving quality of life for residents
- Giving communities a democratic voice
- Representing the village in local issues
- Being the main point of contact with District and County Services
BECOMING A LOCAL COUNCILLOR
As a local councillor you can become a voice for your community and make real change. Councillors are community leaders and represent the interests of the communities they serve. Local councillors have three main responsibilities:
- Decision-making
- Monitoring
- Getting involved locally
GETTING ELECTED
To stand for council you must:
- Be a UK or Commonwealth Citizen; or be a citizen of the Republic of Ireland; or be a citizen of another Member State of the European Union.
- Be at least 18 years old.
- Be an elector of the local council; or in the past 12 months occupied land or premises in the area the local council serves (as owner or tenant; or work in the area the local council serves (as your principal or only place of work); or live within three miles of the local council boundary.
The window for submitting your nomination papers is from 26thMarch and the final date and time for their receipt in the elections office will be 4pm on Wednesday 3 April 2019. Nomination papers must be delivered in person to the council offices at 135 Eastern Avenue, Milton Park, Milton OX14 4SB.

GO Active GOLD – Back to Bowls Course
GO Active GOLD have linked up with East Hagbourne Bowls Club to run a Learn to Bowl course. Sessions will start on Tuesday 7th May at 10.30-11.30am, for 4 weeks. A great social activity with refreshments, all welcome! £2 per session.

Neighbourhood Plan Voting results
Thank you to all who voted in the Neighbourhood Plan referendum on 14 March 2019.
The question was:
“Do you want South Oxfordshire District Council to use the Neighbourhood Plan for East Hagbourne Parish to help it decide planning applications in the neighbourhood area?”
and the result:
YES: 360
NO: 25
Turnout 41.3%

The Neighbourhood Plan will now go forward for formal adoption by SODC, which we expect to take place in mid-April.
